I had great concern about the purpose of the beams.

they could have been just beams of light like flood lights. So I think Halt does not mention this without purpose. I think he knows what those beams were aimed at and later he certainly was informed about the status of the nukes which were probably malfunctioning or out of order. Of course he cannot confirm this because
