There was a considerable correspondence in 2001 between Lord Hill-Norton and the MoD, some of it quite bad-tempered on his side, which was released last year under the FoIA:

Hill-Norton had at that time just come across the Halt tape, courtesy of Georgina, and also photographs of the landing site, which he excitedly sent to the MoD. They, of course, told him it was far too late to do anything about it now. His irritation is palpable. He continued to insist that there were only two possible alternatives: either something physical landed or Halt and his men were hallucinating. He could not accept the possibility that they had simply made a mistake.

Hill-Norton also sent in some enlargements of pictures of individual footprints that Georgina reproduced only very small in her book.
The surface looks like the usual loose mixture of sand and pine needles that is typical of that part of the forest, and which is easily disturbed. The marks look to me like the numerous marks that you come across everywhere on the floor of Rendlesham Forest, apparently made by rabbits. When I was there with the French TV crew before Christmas it didn't take long to find a nice little triangle of them.
